The purpose of the Water Conservation and Water Supply Shortage Plan (“Plan”) is to prevent water supply shortages. But should a shortage occur, the actions articulated in the Plan minimize the impact of a water supply shortage on the City's population and economy, providing first for public health, fire protection and other essential services, next providing for the economic health of the City, and finally providing for other uses of water. The Plan also helps ensure that water users who conserve water during normal-year hydrology and wet-year hydrology are not disadvantaged by the Plan during shortages.
