WHAT TO DO:

  • To order your new water service, please call Utility Services at (562)570-5991.
  • For all customers, see LB Utilities' Rules & Regulations(PDF, 868KB) for Cross-Connection & Backflow Prevention requirements and refer to LB Utilities' Backflow Plan Check Information Form(PDF, 317KB).
    – If a backflow prevention device is required, submit a design drawing to LB Utilities' Engineering Development Service Counter for review and approval. Our regular hours are 8:00 a.m. to 4:30 p.m. Please contact us at (562) 570-2419 with any questions and to confirm availability of a backflow plan checker.
  • For services combined with a residential fire sprinkler system, submit a copy of your sprinkler plans approved by Long Beach Fire Department (LBFD).

Potable Water Service Request Form

PAYMENT REQUIREMENT:

Pay your applicable fee(s) over the phone at (562) 570-5991 or pay in person at City Hall. For applicable fees, see LB Utilities' Rules & Regulations(PDF, 868KB) (Appendix A on Pages 77-78). The installation fixed fee is based on the size of the meter being requested.

LEAD TIME & OTHER INFORMATION:

  • The typical processing and installation time for your service is approximately 10-12 weeks.
  • Mark the desired location of the meter and contact LB Utilities' Operations Service Center at (562) 570-2390 or (562) 570-2389 to schedule the work.
  • As applicable, your new water meter will be locked and kept off after installation until a backflow prevention device inspection and certification by LB Utilities' Meter Shop is completed. Please schedule inspection by calling LB Utilities' Operations Service Center at (562) 570-2390 or (562) 570-2389. Please allow at least 5 days for scheduling.

  2. LB Utilities will prepare a design drawing for the proposed service installation based on the approved plumbing plans. Prior to design drawing approval, you will be required to sign off on the drawing for the shown location of the meter.
  3. Your new water meter will be locked and kept off after installation until after a backflow prevention device inspection by LB Utilities' Meter Shop is completed. Please schedule the inspection by calling LB Utilities' Operations Service Center at (562) 570-2389 or (562) 570-2390. Please allow at least 5 days for scheduling.

SUBMITTAL REQUIREMENTS:

For applicable fees, see LB Utilities' Rules & Regulations(PDF, 868KB) (Appendix A). The installation fixed fee is based on the size of the meter being requested. Prepare a check for the required amount made payable to Long Beach Utilities. Payment, check or cash ONLY, shall be made in person at 1800 E Wardlow Rd or check mailed to the same address.

Submit Potable Water Service Request Form and design plan showing requested location of fire line service installation in person or via email at Water-ServiceCounter@lbutilities.org.

LEAD TIME & OTHER INFORMATION:

  1. The typical processing and installation time for your service is approximately 8-10 weeks.
  2. LB Utilities will prepare a design drawing for the proposed service installation based on the approved fire sprinkler plans. Prior to design drawing approval, a preconstruction meeting between you and LB Utilities will be scheduled. You will be required to sign off on the location of your meter at the pre-construction meeting.
  3. Once installation of the fire service is completed, backflow prevention device certification and turn on will be scheduled with LB Utilities Meter Shop. Allow 1-2 weeks from the request date.

Installation design drawing that includes the proposed point of connection to the City’s existing potable water system and proposed type of backflow prevention device to be reviewed and approved by the Long Beach Utilities Department.   5. Material submittal package for review and approval based on this Material Submittal Checklist(PDF, 510KB).
  6. Excavation permit issued by the Long Beach Public Works Department (LBPW). Approved copy of Item 3 above is required for the excavation permit application. Please contact LBPW for permit application requirements (e.g. contractor license ā€ Class A or Cā€34, liability insurance, city business license number, fees, etc.).

  7. Easement dedication to LB Utilities for the proposed location of the backflow prevention device. Easement dedication process will be handled by LBPW.

DEPOSIT REQUIREMENT:

Prepare an initial check for $10,000 payable to Long Beach Utilities to cover charges for plan checking, inspection, administrative work, and other field work by LB Utilities Operations crews as needed. Final total charges will be based on actual cost incurred. Unused amount will be refunded or additional charges will be billed to you. Final accounting will not be performed and any unused funds will not be refunded until after the As-built Drawing is submitted to and approved by LB Utilities.

LEAD TIME & OTHER INFORMATION

  1. Allow 3-4 weeks for review of the first plan check, and 1- 2 weeks for subsequent plan check reviews.
  2. Schedule a preconstruction meeting between your contractor and LB Utilities. Please provide at least 7-day advance notice.
  3. Once all required documents are submitted and approved, a Notice to Proceed letter will be issued to your contractor for construction.
  4. Your contractor shall provide a minimum of 48-hour notice prior to start of work for inspection. Contact LB Utilities Inspection at (562)244-9334.
  5. Once installation of the fire service is completed and As-built drawing is submitted and approved, backflow prevention device certification and turn on will be scheduled with LB Utilities Meter Shop. Allow 1 – 2 weeks from the request date.

Install New Recycled Water Service Connection

WHAT TO SUBMIT:

  1. Complete Application form through LB Utilities' online portal, Laserfiche, at the following link
    RECYCLED WATER SERVICE REQUEST FORM
  2. A copy of your plumbing plans, approved by Long Beach Development Services (LBDS) – Building and Safety, which clearly identifies domestic water line(s), backflow prevention device(s), new and/or retrofit reclaimed water line(s), and your desired location of the new reclaimed water service and size.

  3. For schools, colleges, and universities, submit a copy of your approved irrigation plan by the Division of State Architect. The same as the drawing requirement from item 1 above, the plans shall clearly identify domestic water line(s), backflow prevention device(s), new and/or retrofit reclaimed water line(s), and your proposed size and location of the new reclaimed water service.
  4. For recycled water use other than irrigation, an Engineering Report is required(PDF, 532KB).

LEAD TIME & OTHER INFORMATION:

  1. The typical processing and installation time for your service is approximately 8-10 weeks.
  2. LB Utilities will prepare a design drawing for the proposed service installation based on the approved irrigation plans. Prior to design drawing approval you will be required to sign off on the drawing for the shown location of the meter.
  3. Your meter will be locked and left off after installation until after a cross-connection or shutdown test is properly conducted and passed with the assistance of LB Utilities and Long Beach Health Department. The cross-connection test will not be scheduled or performed until after the on-site plumbing fixtures and on-site irrigation system are fully installed and operational.   1. The typical processing time for your fire flow test request is approximately 10-14 business days.
  2. Once the test is performed and data is gathered, LB Utilities will prepare your test results letter. Your test results letter will be sent to you through your chosen delivery method.
